The Canadian PressWINNIPEG – Outside Winnipeg’s convention centre, a sacred fire is burning.Inside the building, chiefs from across the country are meeting to elect a new national leader for the Assembly of First Nations amid questions on whether the organization is still a relevant voice for Aboriginalpeople. As the assembly prepares for some soul-searching over the next three days, many say it will take a monumental shift to regain the support of the next generation.“The grassroots have said we need a voice,” said Grand Chief David Harper, head of host organization Manitoba Keewatinowi Okimakanak, which represents northern Manitoba First Nations. “There is going to be a lot of restructuring that needs to take place. That’s something the next national chief will have to do.”There aren’t many vying for the job that came open following the resignation of former national chief Shawn Atleo. When Atleo ran for re-election in 2012, he faced seven other competitors. This year, there are three names on the ballot.Perry Bellegarde, chief of the Federation of Saskatchewan Indian Nations, is chasing the top job, along with Ghislain Picard, regional chief for Quebec and Labrador. Picard became interim national chief following Atleo’s resignation. Leon Jourdain, chief of the Lac La Croix First Nation in northwestern Ontario, is also running. While supporters of the AFN say it is still a vital lobbying group, others point to the short list of those running for national chief as a symptom of the need for change.“The AFN has already lost much of the support of the grassroots,” said Niigaan Sinclair, assistant Native studies professor at the University of Manitoba. “It’s continuing to lose the support of chiefs now. For the most part, all of the young chiefs and aspiring leaders who are coming up … they see no interest in working at that level.”The next generation of First Nations leaders are interested in the environment, jobs and employment and violence against women, he said. While part of the AFN gathering will be devoted to missing and murdered Indigenous women, Sinclair said the grassroots don’t see chiefs addressing their concerns. One of the few things detractors and supporters of the AFN seem to agree on – the organization needs to wean itself off federal financial support. Grand Chief Derek Nepinak, head of the Assembly of Manitoba Chiefs, said the AFN is a colonial construction set up by the federal government and fed by its dollars.“Empowerment is not something that governments fund for indigenous people,” said Nepinak, who has organized an alternative national Aboriginal group called Treaty Alliance.“A lot of our initiatives … (are) done on the backs of people who have job titles to do something other than what we’re doing right now. It’s only through great resilience that we’re getting through these difficult times.”Treaty Alliance participants come from all walks of life, Nepinak said. Many are not part of Aboriginal politics, but the group comes together “when it needs to protect treaty rights for the future generations.”“It’s growing in strength,” Nepinak said.Cameron Alexis, the AFN’s Alberta regional chief, said the organization is still vital as a lobby group for First Nations interests. The question is how to keep it that way.“There is no doubt, young people want change.”Chiefs are to discuss restructuring the organization, including how it could survive without federal financial support, he said.“Do we move in another direction similar to what happened with our brother and sister tribes in the States, where they put in their own source revenue to support their national voice?” Alexis said. “That will be part of the discussion on restructuring and how we set a path forward.” read more

Ohio State cornerbacks coach Kerry Coombs fires up the team prior to fall camp on Aug. 5. Credit: Colin Hass-Hill | Sports Editor.Kerry Coombs has always stuck out. He sprints down the sideline as his team races down the field to cover kickoffs. He joins his team in practice drills, running around the field and throwing passes to players. In nearly every picture, his mouth is agape as he screams at his team. Now, Ohio State must attempt to replace Coombs’ ferocious excitement. Coombs, the cornerbacks coach and special teams coordinator, will leave Columbus to take a position on Tennessee Titans head coach Mike Vrabel’s staff, according to a report by Yahoo’s Pete Thamel. He coached with Vrabel in 2012 and 2013 when Vrabel worked as Ohio State’s defensive line coach on head coach Urban Meyer’s inaugural staff.Coombs’ intense coaching style has earned results during his six seasons as one of head coach Urban Meyer’s assistants. One of the program’s most irreplaceable assistants, Coombs oversaw the improvement of Ohio State’s cornerbacks as they grew into one of the nation’s top position groups. The Buckeyes ranked 26th and 67th in passing yards allowed per attempt in 2012 and 2013, respectively. Since then, Ohio State ranked eighth in 2014 and 2015, first in 2016 and 12th in 2017. The team ranked top-five in interceptions for two seasons under Coombs. Prior to last season, he was promoted to assistant defensive coordinator and earned a $70,500 raise, which increased his base salary to $500,000 per year.Ohio State cornerbacks coach Kerry Coombs makes his way through a crowd after Ohio State’s win against No. 2 Penn State. Credit: Nick Clarkson | Social Media EditorThe on-field success of the defensive backs translated into interest from some of the nation’s top prospects. The Buckeyes received commitments from five-star cornerback prospects Shaun Wade and Jeffrey Okudah, as well as Kendall Sheffield, a former five-star recruit, before playing a year of football at the junior college level. The trio is expected to join redshirt sophomore Damon Arnette as the top options to start at cornerback next season. That recruiting success has followed the ascendancy of top recruits to the NFL. Since Ohio State hired Coombs as cornerbacks coach in 2012, every starting cornerback has made the NFL.The Buckeyes have had 10 players selected by NFL teams in the first round of the draft since 2012. Four of those players — Eli Apple, Bradley Roby, Marshon Lattimore and Gareon Conley — were cornerbacks under Coombs. With Denzel Ward projected as a first-round pick in the 2018 NFL Draft, Coombs will have molded five cornerbacks into first-round picks in the past five years. The Buckeyes also will lose their top recruiter of the Cincinnati area. Prior to Ohio State hiring him in 2012, Coombs spent five seasons coaching the Bearcats. Before then, he was the head coach of a local powerhouse, Colerain High School. That translated into Ohio State reeling in commitments from some of the top prospects in Cincinnati, a historically difficult area for the program to recruit. The Buckeyes landed several four-star prospects from the city — cornerback Amir Riep, defensive tackle Jerron Cage, tight end Jake Hausmann, athlete Sam Hubbard— since Coombs arrived, as well as five-star linebacker Justin Hilliard and wideout Jalin Marshall.Without Coombs, Ohio State lacks an assistant coach with extensive ties to Cincinnati. The team also will lose its most consistently upbeat, fiery assistant who, despite being one of the older coaches on the staff, brought energy to the program. Ohio State cannot afford to make a questionable hire when replacing Coombs. Last offseason, Meyer upgraded from offensive coordinators Tim Beck and Ed Warinner to Kevin Wilson and Ryan Day, but downgraded from co-defensive coordinator and linebackers coach Luke Fickell to Bill Davis. Meyer added former Washington State defensive coordinator Alex Grinch to the staff in an undisclosed role. Grinch might end up in Coombs role, but his main experience comes as a safeties coach, which is defensive coordinator Greg Schiano’s responsibility.Coombs’ replacement will probably not have his Cincinnati ties or relentless enthusiasm, but will be expected to replicate his success against premier quarterbacks and continue his pipeline of cornerbacks into the NFL. Needless to say, that won’t come easy. read more
What do you do when you’re a criminal and you need cash? You head down to your local convenience store and try to shake it down for some cash, apparently. One man in St. Petersburg, Florida decided to do just that, but he didn’t have money for a gun, so he decided on the next best thing he had: a Sony PlayStation3 controller. Authorities say that 20 year old Cameron Pittman put the controller in his pocket, and when he got to the store, he pretended that the controller was a gun, and tried to rob the store. Police saw him walk into the store, and since he was a suspect wanted in an earlier robbery elsewhere in town, the officer in question walked into the convenience store to question him. Little did the officer know, he was walking right into Pittman’s robbery attempt. When the officer confronted Pittman with a real gun and demanded he surrender, he dropped the controller and complied with police. [via Bay News 9] read more

HRABOVE, Ukraine — International monitors moved gingerly Saturday through fields reeking of the decomposing corpses that fell from a Malaysian airliner shot down over rebel-held eastern Ukraine, trying to secure the sprawling site in hopes that a credible investigation can be conducted. But before the inspectors reached the scene, doubts arose about whether evidence was being compromised. The Ukrainian government and separatist rebels accuse each other of firing a surface-to-air missile at the Boeing 777 with almost 300 people aboard. Many see the hand of Russia, either for its suspected support of the insurgents or perhaps for firing the missile itself. The latest U.S. intelligence assessment suggests that more than one missile system was provided to the separatists by the Russians in the last week or so, a U.S. official said Saturday. While there is not 100 percent certainty, the official told The Associated Press, “more and more there is the general belief that the systems were provided by the Russians.”The official said it’s not entirely clear if the separatists just received the missile systems or if they had them for a short time and only in recent days were trained or able to operate them. The official was not authorized to discuss the matter publicly and spoke on condition of anonymity. read more

Share 00:00 /01:22 Houston-Galveston Area Council Survey area extends from Baytown to the Liberty County-Chambers County Line. There a lot happening on State Highway 146, in particular the stretch between Baytown and Chambers County.Chemical plants are doing big business so that means lots of heavy trucks on the road. Then you have delivery trucks and passenger vehicles. On top of all that you’ve got to get the kids to school. Carlene Mullins is a senior planner with the Houston-Galveston Area Council:“Some of the school districts when there’s residential neighborhoods on either side, they do not allow the children to walk to school,” says Mullins. “They provide bus service to the kids so they do not have to cross 146.” So as the population grows, what can be done to improve 146, especially considering it’s a major hurricane evacuation route?Mullins is coordinating a study for H-GAC. She says for one, they’re looking at how to get more truck traffic onto the nearby segment of the Grand Parkway. They’re also thinking about creating medians for 146, with designated turning lanes instead of a continuous left turn lane. As for a quicker fix Mullins says they want to study the traffic lights. “As far as something that could be done quickly, that would be one item that could be done within a year or two or less,” adds Mullins. “Just simply synchronizing the signals could really make a big difference.” H-GAC plans to have more public meetings in the fall and Mullins expects a final report by December. It will then be up to local communities to find the money to make those upgrades. To embed this piece of audio in your site, please use this code: Listen X read more

(AP Photo/Patrick Semansky)ANNAPOLIS, Md. (AP) — Maryland Gov. Larry Hogan has announced plans to immediately shut down a “deplorable” Baltimore jail that was the focus of a federal corruption investigation.Hogan said at a press conference Thursday that the state would save $10 million to $15 million a year by closing the “deplorable” Baltimore City Detention Center. It houses hundreds of inmates awaiting trial or serving short sentences.Current employees and inmates will be reassigned to other facilities.“There is plenty of capacity in the system,” Hogan said. For that reason, it “makes no sense to keep their deplorable facility” operating. For security reasons, the destinations of the inmates will not be disclosed. The jail grabbed headlines in 2013 after a sweeping federal indictment exposed a sophisticated drug- and cellphone-smuggling ring involving dozens of gang members and correctional officers. The investigation also exposed sexual relations between jailhouse gang leader Tavon White and female guards that left four of them pregnant.Forty of the 44 defendants charged in the racketeering conspiracy have been convicted, including 24 correctional officers. Thirty-five defendants pleaded guilty; eight defendants went to trial and one defendant has died. For his part, White pleaded guilty and was sentenced to 12 years in prison.Maryland Gov. (AP Photo/Patrick Semansky)The ACLU and the Baltimore-based Public Justice Center last month called on a federal judge to reopen a lawsuit against the state of Maryland over what the agencies described as substandard conditions.According to the lawsuit, the jail’s medical and mental health care possibly played a role in the death of seven inmates over the last couple of years. The groups allege inmates suffering from illnesses such as HIV and diabetes were denied life-sustaining prescription medication. The filing also described moldy showers, cells infested with mice and cockroaches, poor ventilation and broken toilets. The agencies also said the state failed to cure systemic problems, despite entering into a 2007 agreement with the U.S. Department of Justice. In response, Maryland Department of Public Safety and Correctional Services Secretary Stephen Moyer said he was committed to changes. He noted the state has spent more than $58 million over the past 10 years to improve the safety and security of inmates and staff.David Fathi, director of the ACLU National Prison Project, said closing the facility would be a positive step, though he expressed concern about how hundreds of inmates would be transferred.“Given the jail’s history of dysfunction we’re concerned about implementation, where the prisoners will go and if that will generate crowding in other facilities,” Fathi said. “We’ve consistently seen problems that when detainees are transferred from one facility to another, the ball often gets dropped with regard to their health care, sometimes with serious consequences.”The state has run the jail since 1991 and says it is one of the largest municipal jails in the U.S. Portions of the complex date to 1859.___AP writer Juliet Linderman contributed from Baltimore. By Michael Kunzelman, The Associated PressOfficials have released body camera video of a deadly encounter between police and a Black teenager who died after struggling with officers in a town on Maryland’s Eastern Shore, footage that fueled a civil rights group’s call for an independent investigation.Greensboro Police Chief Mike Petyo released the footage after a county prosecutor announced Jan. 24 that he isn’t asking a grand jury to consider criminal charges in the September 2018 death of 19-year-old Anton Black. This undated photo provided by LaToya Holley shows Anton Black, who died Sept. 15, 2018, during a struggle with law enforcement officers on Maryland’s Eastern Shore. (LaToya Holley via AP)The video shows Black’s mother screaming after police chased her son to his family’s home, where an officer smashed a car window and shocked Black with a stun gun before the teen struggled with three officers and a civilian. The footage also captured how Black’s mother and officers reacted when they realized he stopped responding.Caroline County State’s Attorney Joseph Riley said in a statement that his office “is not empowered to prosecute tragic acts.” An autopsy report, signed Jan. 23 by the state’s chief medical examiner, says Black’s congenital heart condition, mental illness, and stress from the struggle likely contributed to his death.Lawyers for Black’s family vowed Jan. 24 to ask the U.S. Justice Department’s civil rights division to investigate his death. The American Civil Liberties Union of Maryland joined their call for a federal investigation or an independent investigation by the governor-appointed Maryland State Prosecutor, whose office investigates misconduct in office by public officials or employees. The group said in a statement Jan. 25 that the “disturbing” video shows officers used excessive force on a man who shouldn’t have been arrested.“The ACLU is outraged by the gross delay in the handling and release of information related to the autopsy and police body camera footage, which raises significant red flags that local law enforcement agencies have something to hide in Anton’s death,” the statement says.Riley told The Baltimore Sun that his office’s investigation remains open.“If I am provided new information,” he said, “that could potentially change my position.”Family attorneys had urged Riley to convene a grand jury for the investigation. They claim police used excessive force on the teen and argue the autopsy report mischaracterizes his death as accidental.“The autopsy raises serious questions about why such a high degree of force was used on an unarmed teenager on his own property who posed no threat to law enforcement or the public,” Timothy Maloney, one of the family lawyers, wrote in an email Jan. 24.The encounter began when Greensboro Police Department officer Thomas Webster IV responded to a 911 call from a woman who drove by and said she saw the teenager dragging a 12-year-old boy down a street. Lawyers for Black’s family say he merely was playing with a longtime friend and wasn’t harming the child.Petyo, the police chief, said the woman who called 911 didn’t know Black or the 12-year-old boy.Webster told investigators he saw Black pin the 12-year-old against the hood of his patrol car, according to the statement from the state’s attorney. Black identified himself as the 12-year-old’s brother, but the body camera video shows the boy denying that. The video then shows officers chase Black before he locked himself inside a car parked outside his family’s home. An officer used a baton to break the driver’s side window and then shocked Black with a Taser through the broken window before the teen got out and began struggling with the officers.“Stop! You’re under arrest!” an officer yelled. The body camera footage shows Black’s mother screaming her son’s name as she sees officers pinning him down outside her home.“Anton, stop, baby!” she said after police handcuffed him.“I love you!” he shouted.“You’ll be better if you don’t fight. Calm down,” a man said off camera.“This is a mental health emergency. We’re not treating this like a crime,” an officer says. “He’s going to be OK. We’re going to get him some help.”About 30 seconds later, the officers turned the handcuffed teen onto his back and checked for a pulse.“He’s breathing,” a voice says.Nearly three minutes later, his mother points out that her son is “turning dark.”Officers removed his handcuffs and began performing CPR on him. Black later was pronounced dead at a hospital. The medical examiner’s report says Black’s medical record shows he recently had been involuntarily hospitalized and diagnosed with bipolar disorder. The report describes his mental illness as a “significant contributing condition.”Maloney and Rene Swafford, another attorney representing the family, said they are conducting an independent review of forensic and medical evidence. “In any event, Anton Black did not die because of any mental condition,” they said in a statement.Webster was placed on administrative leave earlier this month. Petyo said Webster has returned to active duty following the decision by the state’s attorney, but the chief said the officer isn’t on a patrol assignment, in uniform, or interacting with the public.Petyo said he will review the officer’s status once the department receives official notice of the prosecutor’s decision. read more

A food ingredient widely used in baked goods and artificial flavouring may increase levels of several hormones that are associated with risk of obesity and diabetes, a study has found. Researchers from Harvard University and Brigham and Women’s Hospital in the US combined data from a trial in humans and mouse studies. The study indicated that propionate can trigger a cascade of metabolic events that leads to insulin resistance and hyperinsulinemia – a condition marked by excessive levels of insulin. The findings also showed that in mice, chronic exposure to propionate resulted in weight gain and insulin resistance. Also Read – Add new books to your shelf”Understanding how ingredients in food affect the body’s metabolism at the molecular and cellular level could help us develop simple but effective measures to tackle the dual epidemics of obesity and diabetes,” said Gokhan S Hotamisligil, a professor at Harvard Chan School. More than 400 million people worldwide suffer from diabetes. The surging rates of diabetes, as well as obesity, in the last 50 years indicate that environmental and dietary factors must be influencing the growth of this epidemic. Also Read – Over 2 hours screen time daily will make your kids impulsiveResearchers have suggested that dietary components including ingredients used for preparation or preservation of food may be a contributing factor, but there is little research evaluating these molecules. The team focused on propionate, a naturally occurring short-chain fatty acid that helps prevents mold from forming on foods. They first administered this short chain fatty acid to mice and found that it rapidly activated the sympathetic nervous system, which led to a surge in hormones, including glucagon, norepinephrine, and a newly discovered gluconeogenic hormone called fatty acid-binding protein 4 (FABP4). This in turn led the mice to produce more glucose from their liver cells, leading to hyperglycemia – a defining trait of diabetes. Moreover, the researchers found that chronic treatment of mice with a dose of propionate that was equivalent to the amount typically consumed by humans led to significant weight gain in the mice, as well as insulin resistance. To determine how the findings in mice may translate to humans, the researchers established a double-blinded placebo-controlled study that included 14 healthy participants. The participants were randomised into two groups: One group received a meal that contained one gram of propionate as an additive and the other group was given a meal that contained a placebo. Blood samples were collected before the meal, within 15 minutes of eating the meal, and every 30 minutes thereafter for four hours. The researchers found that people who consumed the meal containing propionate had significant increases in norepinephrine as well as increases in glucagon and FABP4 soon after eating the meal. read more
