FRANKFURT – The European Central Bank said Thursday it is staying on course to wrap up its 2.5 trillion euro ($2.85 trillion) stimulus program at year end — even as risks from trade protectionism, Italian populist policies and a possible disorderly Brexit loom ever larger.The central bank for the 19 countries that use the euro left its key interest rates and the end-date for its stimulus program unchanged at its meeting in Frankfurt, Germany.President Mario Draghi said at a news conference that recent economic indicators suggested the eurozone economy was seeing somewhat weaker momentum from high levels last year.“Is this enough of a change to make us change the baseline scenario?” he said. “The answer is no.”The economy has slowed in the face of a range of risks: from the possibility that Britain might leave the European Union without an exit deal in March 2019, to increasing trade protectionism and Italy’s dispute with EU authorities over its spending plans.Those factors, however, remain mostly risks for now — things that could damage the economy but haven’t actually happened yet, or not to such a degree that it would force the central bank to abandon its plans and prolong its support for the economy.The ECB is sticking to its plan to end in December its stimulus program, under which it buys 15 billion euros a month to lower borrowing rates and help the economy. It says it will keep interest rate benchmarks at record lows at least “through the summer” of 2019.Draghi said it “would really take an extraordinary amount of lack of preparation” for Britain to fall out of the EU without a deal. Talks between the British government and the EU remain difficult and no final deal has been reached.He warned that if there is no deal as Britain’s exit date approaches, companies will have to prepare on the assumption there will be no deal. That could lead to unease in financial markets, he said.A no-deal Brexit could hurt trade between Britain and its largest business partner, the EU, and disrupt the movement of goods and parts for businesses.Meanwhile, Italy’s public spending plans could trigger a re-emergence of the eurozone’s debt crisis — if bond investors start thinking the country is too risky. And a trade war between the U.S. and China could hurt global trade, dealing collateral damage to export-dependent Europe.Draghi said he was confident an agreement will be found over Italy’s budget, which was rejected by the EU executive over the proposal to sharply increase the deficit.He said failure to do so could “mean that households will have to pay more for borrowing, and so will banks.” He urged both sides to show “good common sense.”By bringing the bond purchases to an end, the ECB is following the same path as the U.S. Federal Reserve in withdrawing stimulus deployed to overcome the persistent effects of the global financial crisis and Great Recession a decade ago.Yet just as it seemed the coast was clear, with the European economy growing and unemployment falling, the new risks have appeared and growth has slowed, to a quarterly rate of 0.4 per cent in the second quarter, from 0.7 per cent at the end of last year.And while headline inflation has hit 2.1 per cent, the underlying rate that excludes volatile items like fuel and food remains much lower at 0.9 per cent. The ECB says it is confident the headline inflation rate will remain sustainably near its goal of just under 2 per cent.Even as it phases out the bond purchases, the bank is continuing other means of support for the economy, meaning monetary policy remains loose and interest rates should remain low. The ECB has said it will keep buying new bonds as the old ones it has bought are paid off, maintaining the equivalent level of stimulus by keeping borrowing rates down.Meanwhile, it has made clear it will keep its key interest rates at current ultra-low levels until “at least through the summer of 2019.” Right now, the central bank’s benchmark for lending to banks that need ready cash is zero and the rate for deposits it takes from banks that have excess money is minus 0.4 per cent. Rabat – The Criminal Chamber of the Court of Appeal in Marrakech has sentenced Khadija Essouidi’s rapists to a total of 58 years in prison.The story of Khadija Essouidi, the teenager who set herself on fire last July, has come to an end, as the Court of Appeal in Marrakech sentenced her seven rapists to a collective 58 years in prison.Last August, the same court sentenced one of Essouidi’s rapists to twenty years in prison and postponed the hearing of the seven defendants after the public prosecution requested an extension to carry out its investigation of the defendants’ cell phones. The investigations conducted by the police revealed that Essouidi fell victim to continuous blackmailing from the rapists, who had repeatedly threatened to share the videotape documenting her rape.Al Yaoum 24 reports that the total punishment was distributed among the seven defendants. The Court of Appeal sentenced 6 suspects, 5 of whom were previously released by the Court of First Instance, and another who was sentenced to 8 months, to 8 years of prison each. The seventh defendant was sentenced to 10 years.After the rapists’ release by the court last July, some of them began threatening their victim with sharing the video recordings her rape, which led Khadija Essouidi to commit suicide, according Khadija’s mother.After the news of her suicide broke, Moroccan social media users and human rights organizations led a massive denunciation campaign and called on the authorities to reconsider the judicial rulings. read more
Recent statistics from the Royal Melbourne Hospital have highlighted falls as the biggest cause of hospital admissions, followed by chest pain. In 2014, 540 people aged 70 and over were admitted as a result of collapsing, with more than 60 per cent of these incidents taking place in the home.These figures come as no surprise to Nina Xarhakos, accidents support officer for the Australian Greek Welfare Society, who has seen the growing number of occurrences firsthand.“Amongst the elderly most of the falls occur in the home environment and there are numerous reasons; people’s health issues – they might have weakness and balance issues, there might be tripping hazards in the home, no disability aids or equipment to assist them with their mobility,” she explains.“I always tell people if they live alone, it’s very important that they have a personal alarm in order to be able to press it and they can have someone come to their aid.”One fall, however, can have further implications, in some cases increasing physical limitations, resulting in isolation and a lack of independence.Precautions can be taken to avoid such incidents, says Ms Xarhakos, for example, making sure cupboards and drawers are closed after use, in addition to replacing a walking stick with a frame for greater stability and balance.For those experiencing difficulties when getting out of bed, a bed stick can be installed to give greater support. While the bathroom can be a particularly hazardous spot, at the very least a seat can be used while showering, along with the installation of rails next to the toilet.To help assess hazards, she advises organising a home visit from an occupational therapist through the local council’s community health centre. “One thing I observe when going to people’s homes is that very often there can be a lot of clutter, which reduces entry to key areas so they have a very narrow walkway. “A trained eye like that can pick up tripping hazards, the absence of rails, the possible need for a ramp if someone is unable to negotiate steps – and this can be done free of charge,” she tells. Other lifestyle changes, such as implementing gentle exercises with the assistance of a physiotherapist, have proven to strengthen muscles and lower the prevalence of falls. “Tai chi, whilst it may be rather foreign to Greeks, is a gentle exercise that has certainly served the Chinese and other Asian nationalities well, and it’s demonstrated that people who engage in tai chi have fewer falls,” she said.The Australian Institute of Health and Welfare has recognised this as a prevalent issue across the nation, attributing it to the growing ageing demographic.Figures released show that between 2011-12, 96,385 people over the age of 65 were hospitalised due to an injury connected to a fall – three and a half times as many as 45-64-year-olds. “A fall can change people’s lives dramatically. Somebody who’s on a blood thinner like warfarin could actually bleed to death. It’s something that should be looked at by government as a top priority,” said Ms Xarhakos. “Unless you’re willing to make a change, your likelihood of falling again is extremely high. Cory Booker railed against gun violence and racism in a speech on Wednesday (Aug. 7) at the site of a 2015 church shooting that left nine African American worshippers dead.“We’re here this morning in the wake of yet another act of hatred in America,” Booker said as he began his address at Emanuel AME Church in downtown Charleston. “But I come here today because of love. The kind of love I learned about in church growing up.”Booker’s address, framed as response to two recent mass shootings, focused primarily on the murders in El Paso, Texas, where the suspected perpetrator killed at least 22 people and is believed to have a direct connection to white supremacist ideology.White nationalism was at the heart of the 2015 shooting at Emanuel, where the shooter invoked white supremacy as his reason for killing black churchgoers during a Bible study. Booker argued the issue of racism has plagued the United States since the beginning.“Bigotry was written into our founding documents. Native Americans in our Declaration of Independence were referred to as ‘savages’ and in our Constitution, black people are fractions of human beings,” said the New Jersey senator. “White supremacy has always been a problem in our American story — if not always at the surface, then lurking not so far beneath it.”Attendees listen to Democratic presidential candidate Sen. You showed what faith in action looks like.”Melvin Graham, whose sister, Cynthia Graham Hurd, was among those killed during the 2015 church shooting, called Booker’s speech “sincere, heartfelt and right on target,” and said he resonated with the senator’s action-oriented approach to faith.“Politicians have stopped saying ‘thoughts and prayers,’ because people are saying, ‘We don’t want thoughts and prayers anymore. We want action,’” he said. “God is good. God is great. God can do all things. Where’s my mom?’ I know from having lived through that, if she hasn’t found her mom by now, mom’s gone.”Wanda Boyd, who also attends Emanuel, said she appreciated that Booker had already visited the church months before his speech to discuss racism and violence, and she “absolutely” responded positively to his appeals to faith as a vehicle for social change.“Hearing it from a presidential candidate — you’re like, OK, I can relate to that,” she said.Boyd noted that the church’s pastor, the Rev. Eric S.C. Manning, referred to Emanuel as a place of “forgiveness” while introducing Booker. She took it as a nod to when some families of victims publicly offered forgiveness to the white supremacist shooter just days after he killed their loved ones.“Some people forgave — it was hard to forgive in the beginning,” she said. “You realize that forgiving isn’t about so much about the other person, it’s about you.
