“It is a sheer battle every month to secure enough food to prevent people from going hungry,” said Ronald Sibanda, WFP Country Director for Angola. “Looming ahead is a massive hole in our supply line which will hit hard in January next year.” Insecurity in many parts of Angola has forced thousands of people to flee their homes, or to remain in temporary shelters where they can’t feed themselves because of limited access to arable land, WFP said. At the same time, fighting in the country’s interior has severely limited the agency’s access to areas outside the provincial capitals, where nutrition levels have reportedly declined.Mr. Sibanda warned that without rapid donations, hunger would become rife. “Overall, contributions to Angola have decreased,” he said, noting that donors who traditionally supported the country have so far contributed comparatively less than last year. The agency feeds about 40 per cent of the estimated 2.6 million internally displaced people in the war-ravaged country. WFP is also working to promote self-reliance through agriculture and food-for-work schemes in most provincial capitals.”WFP is caught between having to act as fire fighters, dealing with the emergency of the day, while at the same time trying to help hundreds of thousands of war victims achieve some level of autonomy,” said Mr. Sibanda. “Without peace, this is proving a very difficult task.” read more
The Tweaked WheelSubmitted by Adam Rosenthal from Seattle“I propose a ‘draft number,’ which would be calculated by adding a number generated by a ‘wheel’ approach [Editor’s note: Here’s a primer on the wheel.] to the number representing the team’s reverse ranking in the standings. For example, a team with a wheel value of 17 that finished eighth-worst in the NBA standings would get a draft number of 17 + 8 = 25. The lowest draft number would get the lowest pick, the second-lowest number would get the second-lowest pick, etc. Ties would be broken by the team with the lower wheel number.” The NBA Futures (Our Winner!)Submitted by the Futures Draft Planning Committee of Samuel B. Feldblum and Cody Cutting in New York“In a nutshell: Teams tank because they own their own picks. We could eliminate tanking by creating a world in which nobody owned their own pick, but instead owned stock market-style futures on other teams’. Teams get to pick other teams’ finishing positions in the following year as their own. The worst team gets to pick the team whose draft position they would like to have next year (not their own), next the second worst team would pick whose draft position they want, etc.”(UPDATE May 19, 10:02 a.m.): Reader Tim Pool got in touch to say that he’s had a very similar proposal as well. You can read his plan in this 2011 post on Real GM. And, in what appears to be a pure coincidence, Slate’s Seth Stevenson published a piece proposing virtually the same plan the same day we posted this article. Clearly, great minds…) More: Apple Podcasts | ESPN App | RSS | Embed And that’s our winner! Again, you can find the full finalist proposals here and all of the submissions here and listen to the podcast for our reasoning behind our decision. Let us know what you think of our decision in the comments or by tweeting me.Thanks again to everyone who submitted or commented or listened — you are full of weird and smart ideas. And I’ll keep you posted when we get our meeting with Adam Silver. We made it. For the past month or so, our sports podcast, “Hot Takedown,” has been asking you to submit your ideas for how to fix the NBA draft and prevent teams from tanking. After receiving almost 7,000 entries and reading all of them (or at least giving them all a heavy skim), we’ve picked a winning proposal to endorse and send along to NBA Commissioner Adam Silver.(Read our letter to Silver.)We discussed the finalists in depth on this week’s episode of “Hot Takedown.” If you haven’t listened, click “play” below, or find it on iTunes. Below that, read more about our process and the finalists. To pick our finalists, we evaluated along three basic criteria:1) The proposal had to be (generally) viable.2) The proposal had to be understandable to the public. Some of the ideas were just too wonky.3) It still had to be cool. Plans like Nate Silver’s just felt too unambitious. This meant that we had to dismiss the many smart ideas about eliminating the draft altogether and plans to create a relegation system in which the bottom teams would drop out of the NBA. (Although special shoutout to Nick from Austin for a really thoughtful proposal on that front.)It also means that we had to say goodbye to this:Now, on to the finalists. Below are unedited excerpts from four plans we considered, with the winning entry last. You can read the plans in full here. The Tombstone DateSubmitted by Brett Schwab in Philadelphia“Lottery balls would be determined by Elimination Wins. Elimination Wins are victories that occur after a team has been officially eliminated from playoff contention. Tombstone Day is the day your team is eliminated from any possibility of making the playoffs. Whichever team gets the most wins AFTER their Tombstone Day gets the most lottery balls.A 2015 example:The Sixers were mathematically eliminated from playoff contention on March 19th. March 19th is their Tombstone Day. From March 19th on, the Sixers had 2 victories. The Magic were eliminated on March 25th. From their Tombstone Day on, the Magic had 3 victories. The Hornets were eliminated on April 10th. From their Tombstone Day on, the Hornets had 0 victories. Under this system, the Magic would have the most lottery balls and thus higher odds of winning the draft.” Embed Code The Lottery PlayoffSubmitted by Chad [no last name given] from Champaign-Urbana, Illinois“At the end of the season, all playoff teams get a week off to rest and game plan. During that week, the 14 lottery teams play a single elimination bracket tournament for draft picks (the two teams with the best records get byes). The winner of the tournament gets the first pick in the draft, second place gets the second pick. The rest of the teams are slotted according to record with the best teams getting higher picks. So theoretically, every lottery team has a shot at the first pick, but if you lose a tournament game, it is in your best interest to have the most wins as possible, in order to be ranked higher than other teams.Pros: Playoff teams have a chance to rest up before the big show. One and done games are magical. It’s a playoff before the playoffs. Imagine two teams actually playing for the next MJ, instead of watching a dude grab balls out of a machine hoping for a chance to draft him.Cons: None. You’re welcome.” By Jody Avirgan read more
In what general manager Scott Howson called a “pretty quiet day,” the Blue Jackets completed two trades before Monday’s 3 p.m. trade deadline. The Jackets acquired forward Scottie Upshall and defenseman Sami Lepisto from the Phoenix Coyotes in exchange for the last remaining original Blue Jacket, defenseman Rostislav Klesla and forward Dane Byers. “I thought it was a good deal,” Jackets captain Rick Nash said. “It’s tough to see Rusty (Klesla) go. He’s a guy that’s been here since day one and he became a good friend and a big part of this organization, but it’s exciting to see the new guys come in as well.” Klesla, the Jackets’ fourth overall pick in the 2000 NHL Entry Draft, and the organization’s first-ever draft pick, accumulated 133 points in his 515 games as a Jacket. Upshall, who had 16 goals and 11 assists this season with the Coyotes, will look to help out the Jackets’ banged-up forward lines Jackets left winger R.J. Umberger played with Upshall earlier in his career in Philadelphia and said he is excited to have Upshall as a teammate again. “Scottie is gonna be a great person here; the fans are gonna love him,” Umberger said. “He’s a very contagious player, his attitude, the way he plays. He’s emotional out there, and he’s fun to play with.” Howson said Upshall should bring the Jackets some important elements. “We hope he’s gonna give us an offensive jolt,” Howson said. “He’s got speed, he’s got tenacity and he’s got some experience.” Jackets coach Scott Arniel said Lepisto is a “bigger version” of Klesla and is a great skater. Lepisto had 11 points and 37 penalty minutes this season for the Coyotes. “He’s got great mobility,” Arniel said. “He’s a bigger body, a guy that really shoots the puck well and can play on a lot of offensive situations.” The Jackets also completed a trade late in the day that sent left winger Tom Sestito to the Philadelphia Flyers for center Greg Moore and prospect Michael Chaput. Moore had seven goals and 13 assists with the Flyers’ minor league affiliate, the Adirondack Phantoms. Chaput, an 18-year-old and Philadelphia’s third-round pick in the 2010 NHL entry draft, is playing in the Quebec Major Junior Hockey League and has 22 goals and 33 assists this season. read more
Ohio State redshirt junior goalie Parker Siegfried (1) kicks the ball downfield in the game against BGSU on Sep. 22. Ohio State won 1- 0. Credit: Jack Westerheide | Managing Editor for DesignThe Ohio State Men’s Soccer team finished up its season-opening weekend Sunday afternoon at Jesse Owens Memorial Stadium against Hofstra. The Buckeyes defeated the Pride 1-0 to collect their first win of the season and move to 1-1-0 on the year.Sunday’s victory was the first win of new head coach Brian Maisonneuve’s career.“Overall, it was a good performance, and to get a win, the first one, at home is fantastic,” Maisonneuve said.Redshirt sophomore forward Jake Scheper scored in the 65th minute to put the Buckeyes ahead for good.“After scoring that goal it was a great feeling, putting our team into position to win,” Scheper said. “We worked hard all game, we battled in the box, C.C. (Uche) never gave up on the play, and for that reason we got a (penalty kick), and I stepped up.”The onset of the match saw Ohio State take control of the tempo. The Buckeyes threatened early, getting the ball into the box and earning a corner kick as well.On the other end, redshirt junior goaltender Parker Siegfried made a sprawling save, diving to his left to deny Hofstra in the opening minutes. The later stages of the first half were controlled by Ohio State. The Buckeyes had a number of quality chances, but could not break through.Junior midfielder Jack Holland had a golden chance to open the scoring in the 32nd minute, but saw his chip sail over the crossbar. In the 38th minute, sophomore midfielder Mitch Bergmann nearly put the Buckeyes in front when he dribbled his shot past Hofstra goaltender Alex Ashton but was robbed on the goal line by Pride senior defender Sean Nealis. In regards to his team’s strong offensive performance today, Maisonneuve said he can see the improvement. “It’s getting better. I mean, we’re continuing to build,” Maisonneuve said. “You watch, every game, every day, we’re getting better and better, and today I thought was our best performance, against a good Hofstra team in tough conditions.”Scheper said Ohio State’s mental toughness was the key to the offensive success.A scary moment came in the second half as Ohio State redshirt freshman forward Devyn Etling collided with a Hofstra player in front of goal, and was attended to by the training staff before walking off under his own power.Etling headed into the locker room a couple minutes later.Moments later, Scheper buried one in the bottom left corner off a penalty kick to put Ohio State in the lead. It was both Scheper’s and the Buckeyes’ first goal of the season. With just under seven minutes to play, the game was placed under a delay due to the threat of lightning in the area.Following a nearly hour-long delay, the game was called, and the official victory was given to the Buckeyes. The Buckeyes are back in action on Friday, Aug. 31 when they take on Marshall at 5 p.m. read more
It is one of the main obstacles that any newly arrived migrant faces: how to enter the job market and find employment. A lack of local experience makes things difficult and it may take anything from two to six months for a job seeker to start making a living. To tackle this pressing issue, the Greek Community of Melbourne has been offering an easy and reliable service: an online form created to connect prospective employers with newly-arrived job seekers. Developed with the online group ‘Newly Arrived Greeks to Australia,’ (ENA Έλληνες Νεομετανάστες Αυστραλίας), the form is open for everyone wishing to employ a new migrant looking for work, and it can be used for any kind of employment, from casual tasks around someone’s house, to a long-term employment in a company. The GCM stresses that by doing so, it does not reprent either party – neither employers nor, job seekers; it just serves as a liaison, forwarding the advertised position to the ENA within 24 hours. For their part, the ENA forums spread the word throught their network of newly arrived and advertisments receive responses within a week. The merger will create a carrier that has the size and scale to better go toe-to-toe with industry leaders Verizon and AT&T in an effort to attract consumers by offering better service at lower prices. The DOJ wasn’t alone in scrutinizing the merger between T-Mobile and Sprint. Thirteen state attorneys general, including New York’s and California’s, filed a lawsuit alleging the merger would raise prices for consumers. While the Federal Communications Commission gave the deal its approval last month, the DOJ was looking for T-Mobile to sell off additional assets to create a new wireless competitor. In response to the DOJ’s concerns, T-Mobile reached a deal with Dish Network. The satellite provider would receive wireless spectrum from T-Mobile and Sprint’s prepaid wireless network, Boost Mobile. To ease antitrust concerns, T-Mobile and Sprint have promised to hold prices steady for three years. They’ve also pledged to create customer service centers to spur job growth. Shares of wagon and coach-manufacturers extended their early trade losses on Indian stock exchanges Thursday in response to the Railway Budget 2016-17 presented by Railway Minister Suresh Prabhu, notwithstanding some positives. KEC International bucked the trend and rose almost 4 percent on news of accelerated electrification of rail network during FY2017.The capital outlay for FY2017 announced by the minister was Rs 1.21 lakh crore, as against the Rs 1.25 lakh crore widely expected by analysts, and this could have dampened sentiments for Titagarh Wagons, Kalindee Rail Nirman, Texmaco Rail and BEML.Shares of wagon-makers Titagarh Wagons and Texmaco dropped further from their early-morning opening prices and were trading at Rs 118.55 (down 4.20 percent) and Rs 124.95 (down 4.65 percent), respectively, around 2:25 p.m. Passenger coach-maker and defence PSU BEML slipped below the Rs 1,000-mark and was trading with a loss of 2.75 percent at Rs 990. Simplex Castings was the biggest loser among rail stocks, down 8.09 percent, at Rs 67. The company supplies truck frames and bogies to Indian Railways. Siemens, which supplies eletrical and signalling equipment, was trading flat at Rs 993.95.Announcement of three new freight corridors — North-South, East-West and East Cost — and a proposal to review the freight tariff policy by Indian Railways to address concerns of “outpricing” of railway services in the freight market apparently failed to enthuse markets. KEC International, an engineering, procurement & construction (EPC) provider to railways, among others, gained on news that the network would undertake electrification of about 2,000 km of railway lines in FY2017. The company has electrified more than 6,000 km of Indian Railways, according to its website. The S&P BSE Sensex was down 0.15 percent at 23,053 while the NSE Nifty was trading 0.38 percent lower at 6,992.30, slipping below the psychological mark of 7,000. read more

The wife of an Islamic State militant sits in a wheelchair with her son on her lap at al-Hol displacement camp in Hasaka governorate. The children ran along the narrow enclosure, screaming, fighting and crying for the attention of the prison worker distributing sweets and balloons. Bug-bitten toddlers, too small to walk, clung to the sides of the chain link fence, staring blankly.Through the fence of their makeshift playground, the older children held out dirt-covered hands for the balloons; two of them said they were the only toys they have at the Rusafa women’s prison in central Baghdad.”Please, I want to go home, please help us. This is not a good place for us,” one Azeri girl said through the chain link fence, surrounded by about 100 other children. The visit by Reuters was one of very few times the prison has allowed media access. The jail is at the heart of the issue of what do with captured women and children of Islamic State. The ultra-hardline group carried out mass killings, torture, sexual enslavement and indoctrination in areas it captured in Syria and Iraq in 2014 and staged attacks around the world, meaning captives pose a security risk and are also vulnerable to reprisals.”At first, trust was very difficult for us and them,” said the prison director, requesting that her name not be used. “Many even tried to kill themselves and their children.”The prison holds 1,241 foreign women and children of suspected IS fighters from more than a dozen countries, 774 of them aged from nine months and 15 years old, the director said.Brought here in November 2017, two months after being captured while fleeing Tal Afar in northern Iraq, most of the children who qualified for possible prosecution in Iraq have been moved to a juvenile detention facility.A handful have been prosecuted for carrying out attacks but most are tried for crossing the border illegally, including some as young as nine. In either case it is not clear how much say they would have had.The other children stay in Rusafa with their mothers, who are either already serving long jail terms or awaiting trial.Having held them for two years with limited resources, Baghdad is keen for those who cannot be prosecuted to be sent home, but the issue is legally complicated and politically toxic, and many nations have so far refused to take them.Hungry, Bored and SickDynamics at the prison, located within the interior ministry’s heavily-guarded compound, have improved since the early days, the prison director said during the April 11 visit. No access was granted to the cells in which groups of women and children spend close to 20 hours a day and no photography was allowed. This reporter was accompanied by at least three government officials for most of the time, but spoke briefly to four of the children in the enclosure unsupervised.”Did you bring us clothes or medicine?” the Azeri girl, wearing a blue hijab, asked. “We really need medicine.”She was among a group identified by the prison director as having mothers sentenced to life in prison, serving at least 20 years for their membership of IS and illegally entering Iraq, a common fate for the women held at the jail. The girl is too young to be prosecuted under Iraqi law. It is unclear how long she will remain behind bars.Azerbaijan is one of the countries with the highest number of citizens imprisoned in Iraq, along with Russia and Turkey. Others come from Tajikistan, Kyrgyzstan, Uzbekistan, Jordan, Syria, France, Germany, Sweden and Trinidad and Tobago. The Azeri Foreign Ministry did not respond to requests for comment on its policy on repatriating children linked to IS.The children are allowed into the enclosure for about two hours a day, but otherwise spend their days in cramped cells or watching cartoons on television. They sleep on thin mattresses, bored, hungry and often sick, with little medical attention, according to some 20 sources familiar with the prison and their cases who were interviewed by Reuters before the visit.Half a dozen of the sources said poor conditions had led to the deaths of at least seven children. Diplomatic and intelligence sources also said several women had died. The director, interviewed with four other officials in the room, declined to comment beyond saying that inmates were well looked after under her care. Iraqi government officials declined to comment.Three female detainees selected by the prison director said they had consented to be interviewed. They spoke in front of five officials – from the prison, the interior ministry, the justice ministry and national security service.”For me, prison is prison, whether in Tajikistan or Iraq,” said a 28-year-old Tajik woman who was sentenced to life in prison for belonging to IS and has her two children in jail with her.”But I want my kids to go home and live with my mother.”Reuters did not use the women’s names because of the risk of reprisals.Tajikistan recently said it would begin repatriating some children, and Russia, Turkey and France are among a handful of countries to have already taken some, but the process is slow.”Security and accountability must be balanced with providing these children the opportunity to rebuild their lives back home,” said Katharina Ritz, Iraq’s head of the International Committee of the Red Cross, which visits the detainees, provides assistance and helps restore contact with families.”Why have they just left us here?”The problem goes beyond Rusafa jail.Across the border in Syria, thousands more foreign women and children have been lingering in detention camps – their numbers swollen since last month’s recapture of IS’s last enclave in Baghouz.”Why have they just left us here?” said an Uzbek boy held in the Rusafa prison. “I just want to go home. I could live with my grandparents.”Uzbekistan’s foreign ministry did not respond to requests for comment on its policy towards detained children. Some 225 children were born at the Baghdad prison, its director said, as many of the women arrived pregnant.Three sources familiar with the matter have said some of the women were subjected to sexual abuse, both after their chaotic capture and detention by various forces in northern Iraq and in Rusafa. Asked about the allegations, the prison director said that the detainees had always been treated well under her care. For some women, legal about-turns have compounded their suffering.A 29-year-old Swedish woman, who had been living with her three children in prison, was acquitted of all terrorism charges during her trial in October, but sentenced to six months in prison for entering Iraq illegally. With the help of the Swedish government, she sent her children to live with relatives, afraid of their possible radicalisation in prison while she served her time.Days before completing her sentence, she was told the judiciary had overturned her acquittal and was reopening her case with a view to prosecuting her on the same charges. The Swedish government said it was aware and monitoring her situation but would not comment further on an individual case.”I thought I would only be apart from my kids for six months,” the woman said, choking back tears. “And now … I don’t know what’s going to happen to us.” read more
David Goldman/APSix-time Olympic medalist Aly Raisman names the U.S. Olympic Committee and USA Gymnastics in a lawsuit this week alleging the organizations hid abuse by disgraced team doctor Larry Nassar. She is seen here at the 2016 Games in Rio de Janeiro, Brazil.Updated at 2:45 p.m.Olympic gymnast Aly Raisman filed a lawsuit Wednesday against the U.S. Olympic Committee and USA Gymnastics, saying the organizations “knew or should have known” about team doctor Larry Nassar’s longstanding, widespread abuse, and yet failed to act.Raisman says she suffered “serial molestation, sexual abuse and harassment” by Nassar, a “trusted” team physician, who is also named in the lawsuit. Some 200 girls and young women have made similar accusations against the disgraced doctor, who has pleaded guilty to child pornography and criminal sexual misconduct charges. Nassar is behind bars after receiving prison sentences of up to hundreds of years.Raisman, a six-time Olympic medalist and former team captain, says in the complaint that Nassar sexually abused her at the Karolyi Ranch National Training Center and at competitions both in the United States and abroad, including the London 2012 Summer Olympics.Raisman’s lawyer, John Manly said in a statement the USOC and USA Gymnastics “conspired to hide their knowledge of Nassar’s horrible crimes from the public and attempted to frighten Ms. Raisman and other victims into keeping quiet.”Raisman told CNN that after speaking with an investigator hired by USA Gymnastics in 2015, she felt threatened, and believed she would jeopardize herself if she continued to speak out.The lawsuit says Nassar was disciplined several times by the USOC and USA Gymnastics for inappropriate behavior, yet was allowed to continue treating athletes.Raisman’s lawsuit also alleges the USOC and USA Gymnastics “willfully refused to notify, give adequate warning and implement appropriate safeguards” regarding Nassar’s “deviant sexual behavior and propensities.”USA Gymnastics says it “acted without hesitation” after learning of “athlete concerns” in the summer of 2015. According to its timeline, it fired Nassar on July 29, about a month after launching an investigation.“USA Gymnastics supports our athletes, like Aly Raisman,” the organization said in a statement Friday shared with NPR. “(A)nd we are very sorry that any athlete has been hurt by the despicable crimes of Larry Nassar.”“USA Gymnastics is committed to doing everything we can to prevent this from happening again,” the statement said. The USOC did not respond to NPR’s request for comment. The complaint says that the trauma of Nassar’s abuse led to depression and fear for Raisman, and that she has lost millions of dollars as a result. The suit is seeking unspecified damages for past and future earnings.“My highest priority has been to push for change, so future generations of athletes will be safer,” Raisman said in a statement sent to NPR and other media outlets. “It has become painfully clear that these organizations have no intention of properly addressing this problem. After all this time, they remain unwilling to conduct a full investigation, and without a solid understanding of how this happened, it is delusional to think sufficient changes can be implemented.”The lawsuit was filed on the same day USOC CEO Scott Blackmun announced his resignation, citing health issues. The committee also has announced a series of reforms it is taking in the wake of the scandal, including more counseling for gymnasts impacted by Nassar’s crimes, a review of the USOC’s governance structure and “ensuring that athletes have a stronger voice within the USOC.”For its part, USA Gymnastics says it has made several “bold decisions and actions” including closing the National Team Training Center at the Karolyi Ranch and creating an athlete task force to let athletes help shape the organization’s operating decisions. The Associated Press reports that more than 100 civil actions have been filed against USA Gymnastics and Nassar, including a lawsuit by Raisman’s onetime Olympic teammate, McKayla Maroney Copyright 2018 NPR. There are a lot of amazing comic books coming out lately. With a resurgence at Marvel & DC and a plethora of blossoming indie studios, it is always impressive that Image Comics manages to stand out as the consistent publisher of the truly great modern comics. God Country, by writer Donny Cates and artist Geoff Shaw, is a perfect example of the kind of fun, heartfelt stories that Image has been bringing to the table for the past few years.Opening up with a Cormac McCarthy quote sets a tone for this book that is somewhat misleading. Focusing on a family in a more rural area of Texas, as they try to handle the complications that arise when a grandparent becomes unstable, the book sets itself up as this very human, Southern family drama. By the last page, however, these McCarthy-like concepts of human survival and violence are applied to a Jack Kirby level conflict. While this might sound jarring, Cates’ script makes it work, literally tossing a storm on Texas that shakes things up on a cosmic level. Heartfelt, epic and kick ass are all things that are hard to find a balance between.Just as Cates is flexible enough to blend the stories of gods and a southern family, so too is artist Geoff Shaw in his ability to portray all of it. His style, reminiscent of Rafael Albuquerque (American Vampire), seems perfect for the solemn, heartbreaking family drama, before jumping onto the crazy train in the last few pages, as a massive storm rips across the Texas plains, and brings gods and monsters with it. Also, colorist Jason Wordie does an amazing job across the board, really bringing a voice to this book. Be it the dusty roads leading up to the family home, a green tornado, or the clashing of titans, Wordie knocks it all out of the park. While I am being vague as to the plot of the book, it is because I do not want to ruin a really great twist towards the end that makes this book go from a well-done story about the heartbreak of a son, and turns it into a must read sci-fi/action story that is built upon a foundation of humanity. Needless to say, this book should be on your radar, especially if you’re a fan of anything that Image has been putting out. God Country is somewhere between Jack Kirby’s New Gods and Jason Aaron & Jason Latour’s Southern Bastards, while also managing to be completely it’s own thing.God Country #1, published by Image Comics, comes out January 11th of next year, and the final order cut-off is December 12th, so make sure to let your local comic shop know that you want a copy (the pre-order code is NOV160544), because trust me, you do. Air Pollution Deaths in the US Nearly Halved Between 1990 and 2010Photos Take You Inside Sex Bot Manufacturing The Environmental Protection Agency will overturn Obama-era requirements to boost fuel efficiency and cut greenhouse gases from passenger cars.EPA Administrator Scott Pruitt on Monday confirmed that the Trump administration plans to revise standards for the model year 2022-2025 cars and trucks. The current standards, he said, are “not appropriate” and should be amended, though Pruitt offered no details on the scope of those changes.“The Obama Administration’s determination was wrong,” Pruitt said in a statement. “Obama’s EPA cut the Midterm Evaluation process short with politically charged expediency, made assumptions about the standards that didn’t comport with reality, and set the standards too high.”Corporate Average Fuel Economy (CAFE) regulations aim to improve the average fuel economy of cars and light trucks—by introducing penalties that make it more expensive for automakers to build inefficient vehicles. In 2016, the EPA, National Highway Traffic Safety Administration (NHTSA), and California Air Resources Board (CARB) released a technical paper. The report applauded the auto industry’s positive steps toward lowering greenhouse gas emissions, but agreed the 54.5 miles-per-gallon corporate average fuel economy target is unrealistic.Current agreed standards are set to jump to 60 mpg (passenger cars) and 50 mpg (light trucks) by 2025.Pruitt’s announcement is a warning shot to state governments—specifically California, which is eyeing a ban on sales of diesel-fuel cars in hopes of reducing air pollution. The Golden State may become the first U.S. territory to take action, similar to China, France, and the UK—all planning to phase out gas- and diesel-car sales over the next three decades. To reach these “ambitious” goals, “we have to pretty much replace all combustion with some form of renewable energy,” California Air Resources Board (CARB) Chair Mary Nichols said in September. “We’re looking at that as a method of moving this discussion forward.”As CNBC pointed out, this could split the U.S. car market in two—one half (California & Co.) keeping higher standards set by Obama, the other half following President Trump’s lead.“Cooperative federalism doesn’t mean that one state can dictate standards for the rest of the country,” Pruitt said. “EPA will set a national standard for greenhouse gas emissions that allows auto manufacturers to make cars that people both want and can afford—while still expanding environmental and safety benefits of newer cars.“It is in America’s best interest to have a national standard, but we look forward to partnering with all states, including California, as we work to finalize that standard,” he added. read more
