Canadian stocks were higher Wednesday as U.S. resource giant Alcoa Inc. advanced following its first-quarter results and traders looked ahead to the release of minutes from the latest interest rate meeting at the U.S. Federal Reserve.The S&P/TSX composite index was up 24.46 points to 14,396.91.The Canadian dollar dipped 0.03 of a cent to 91.53 cents US.New York indexes were positive with markets also finding lift from data showing that U.S. wholesale businesses boosted stockpiles by 0.5 per cent in February following an increase of 0.8 per cent in January. Sales rose 0.7 per cent in February, rebounding from a sharp 1.8 per cent drop in January, which had been blamed in part on severe weather. The solid gain in sales should encourage businesses to keep restocking their shelves to meet rising demand.The Dow Jones industrials came ahead 22.67 points to 16,278.81, the Nasdaq rose 10.87 points to 4,123.06 and the S&P 500 index gained 1.2 points to 1,853.16.Alcoa Inc. lost US$178 million in the first quarter as the price it was paid for aluminum dropped eight per cent from a year ago. However, earnings excluding write-downs to reduce smelting and milling capacity were nine cents per share, four cents better than expectations and Alcoa shares rose 3.83 per cent in New York.Elsewhere on the earnings front, Montreal-based discount chain Dollarama (TSX:DOL) is hiking its quarterly dividend to 16 cents from 14 cents. The retailer also posted a quarterly net profit of $83 million and diluted earnings per share of $1.17. That compares with $77.1 million in the same quarter last year on diluted EPS of $1.04. Sales for the quarter were $582.2 million compared with $561.8 million year-over-year. Its shares ran ahead $4.92 to $90.70.Meanwhile, investors looked for the mid-afternoon release of the minutes of the Fed’s March policy meeting for insight about the possible timing of interest rate hikes. In addition to further reducing its monthly asset purchase program by $10 billion to $55 billion, the central bank changed its forward guidance by dropping the 6.5 per cent unemployment rate tightening threshold. Instead, it will monitor a variety of labour market and inflation indicators.“Post-meeting, Chair Yellen added some (and perhaps too much) clarity by saying that rate hikes could begin ’around six months’ after the asset purchase program ends; in other words, as early as next Spring,” observed BMO Capital Markets senior economist Sal Guatieri. “We still look for a mid-2015 move.”Tech stocks led TSX advancers, up 1.6 per cent with Constellation Software (TSX:CSU) ahead nine cents to $8.79.Prices were mixed on the commodity markets with May crude on the New York Mercantile Exchange up nine cents to US$102.65 a barrel and the energy sector gained 0.1 per cent.The gold sector was a drag, down 0.75 per cent while June bullion fell $6.80 to US$1,302.30 an ounce.The base metals component slipped 0.2 per cent while May copper was down four cents to US$3.01 a pound.Meanwhile, the Greek government announced that it is tapping international bond markets for the first time in four years. CALGARY — Canadian Oil Sands Ltd shares fell 16 per cent on Thursday after the largest owner of the Syncrude Canada Ltd oil sands project said it would cut its quarterly dividend by 43 per cent to avoid boosting debt while crude prices are low.The Calgary-based firm, whose main asset is a 37 per cent stake in the massive Syncrude oilsands mine north of Fort McMurray, Alta., said it plans to reduce its dividend to 20 cents from 35 cents when it reports its fourth-quarter earnings in late January.With the current dividend level, Canadian Oil Sands said its net debt would grow at a pace that would quickly exceed $2 billion. It sees the dividend cut as a “prudent step to preserve balance sheet strength and provide flexibility in this lower oil price environment.”Crude prices have fallen by more than a third to below US$70 a barrel since the summer, putting pressure on firms like Canadian Oil Sands that have little buffer against the commodity price volatility.Canadian Oil Sands says its 2015 plans are based on an average U.S. benchmark oil price of US$75 a barrel.It assumes Syncrude will produce 103 million barrels throughout the year, about six per cent higher than 2014 estimated output.Its capital spending is expected to be $564 million, down from its $938 million estimate for this year. (Chinatopix via AP) CHINA OUT NEW YORK, N.Y. – Chinese officials are scrambling to stop a plunge in the country’s stock market, shutting down half of its market from skittish investors and forcing brokerages to pony up billions to prop up shares.The Shanghai composite lost another 5.9 per cent Wednesday and is now down more than 30 per cent since peaking June 12.The impact on Chinese investors is direct, but for investors in the U.S., Europe and elsewhere, it’s not as simple. China’s market is largely isolated from other world exchanges, but there are worries the financial damage could hurt the broader Chinese economy, which is the second-largest in the world.Here’s what has happened:___HOW DID THE BUBBLE BEGIN?There have been signs of overheating in China for a while. Shares in Shanghai more than doubled over the past year, despite evidence the Chinese economy is slowing. Chinese economic growth fell to 7 per cent from January through March, the slowest quarter since 2009. At the same time, state-owned media has encouraged ordinary Chinese for months to load up on shares. Many borrowed heavily to buy stocks, taking out so-called margin loans.Rising stocks encouraged companies to raise money by issuing shares and to use the proceeds to pay down debt. In the first half of the year, the Shanghai stock market led the world in initial public offerings: 78 companies issued shares in Shanghai, raising $16.6 billion, according to a study by the accounting firm EY. Hong Kong was No. 2 with 31 deals that raised $16 billion. Shenzhen was No. 5 with 112 deals that raised $7 billion.Now analysts say the flood of new shares is overwhelming the market and helping to push prices down. Moreover, the government began to worry the market had reached dangerous levels, and Chinese regulators have started to tighten rules on margin lending.WHAT HAS THE CHINESE GOVERNMENT DONE TO CONTAIN THE ISSUE?After hitting a peak last month, Chinese stocks have been in free-fall. Originally, investors in China and abroad treated the selling as a much-needed release from a market that had soared 150 per cent over the past year.As the losses have deepened, though, worries have increased and officials have taken direct action to stem the selling. Over the weekend, 21 Chinese brokerage companies announced they would create a $19 billion “market stabilization” fund, and would continue to buy Chinese stocks. Any companies who were going to go public suspended their plans.The selling continued, so Chinese officials announced that major shareholders in companies and executives were banned from selling their holdings for six months.HAS THAT SLOWED THE SELLING?It’s actually made things worse. The selling has not stopped, and now it is affecting Asian markets like Hong Kong and Japan. U.S. stocks also fell sharply Wednesday.Most anxiety-ridden investors have turned to purging stocks that act as a proxy or have direct exposure to China, with most of the damage happening in Hong Kong. The territory’s Hang Seng index dropped 5.8 per cent Wednesday, its worst one-day drop since the financial crisis. The Hang Seng China Enterprise Index, which is an index of so called “H-Share” companies, or mainland Chinese companies that trade in Shanghai and Shenzhen as well as Hong Kong, fell 6.1 per cent.ISN’T CHINA’S ECONOMY HUGE? SHOULD I BE WORRIED?The exposure that U.S. investors have directly to Chinese stocks is limited. Outside investors have only been able to access the Chinese stock market since October, and that required purchasing stock in Hong Kong. To buy directly in the Chinese stock market required a special license.The lack of access has made it difficult for investors, including U.S. fund managers, to get exposure to the Chinese stock market.For example MSCI, a company which publishes stock indexes, made a decision last month not to include Chinese “A” shares, or stocks traded on the mainland, in its global indexes. MSCI largely cited the lack of access for foreign investors to China’s market as the reason to continue to keep China out of its indexes.DO I OWN CHINESE STOCKS?If you have a 401(k), there’s a good chance you have a few. Target-date mutual funds have become a popular way to save for retirement because they take care of how to invest a nest egg, and most hold some Chinese stocks. The percentages, though, are small. The largest target-date mutual funds built for people hoping to retire in 2030, for example, generally have less than 3 per cent of their portfolios in Chinese stocks. You likely have more exposure if you own a fund that focuses on emerging-market stocks. It’s been a popular area, with more than $13 billion flowing in this year, and Chinese stocks can make up about a quarter of these types of funds.HOW MUCH MONEY HAS BEEN PULLED OUT?Even though U.S. investors have limited exposure to China’s market, there is still money there. Institutional investors have pulled $22 billion out of Chinese stock funds this year, according to EPFR Global.“Institutional investors have been taking money off the table most of this year and part of last year,” said Cameron Brandt, director of research at EPFR Global, which tracks fund flows around the world. “My sense is that they’ve been expecting something ugly from this retail frenzy that has been driving Chinese markets.”IS THERE A POINT WHERE I SHOULD GET WORRIED?The biggest concern is whether the drop in China’s stock market will cause the country’s economy to slow. Many U.S. and European companies do business in China, and a weaker Chinese economy could result in lower sales and profits for them. Dedicated (or even casual!) readers of our NFL, NBA, tennis or soccer coverage probably know that FiveThirtyEight loves it some Elo ratings. The Elo system, originally designed by a Hungarian-American physicist to rank competitive chess players, can be easily adapted to assess just about any form of competition, telling us who’s good and bad at any given moment. And with the MLB playoffs set to commence Tuesday night, we thought it was the right time to (re-)introduce Elo rankings for baseball teams. How does Elo work for MLB? The basic formula is the same as it is for pro football: Both teams come into a given game with initial ratings (on a scale where league average is 1500) that generate an expected win probability for the matchup, and they leave the game with some of the loser’s rating points re-allocated to the winner. If the game plays out as expected, the transfer of Elo points is small; if it’s a shocking upset, more points are transferred between loser and winner.1There’s also an adjustment for margin of victory, though it diminishes as the score becomes more lopsided. The ultimate goal is for the Elo ratings to adjust themselves so that when the two teams play again, we’ll have an accurate sense of which is stronger and by how much.Of course, baseball is a different game than football. For instance, something Elo-ologists call the “K-factor” (which determines how quickly the ratings react to new information) is much smaller in baseball than in football,2While K is 20 in the NFL formula, it’s a measly 4 in MLB. because luck influences the outcome of any single game in MLB far more than it does in the NFL. The ratings also revert further toward the mean between seasons3Specifically, MLB teams are regressed halfway toward 1500 when a new season begins, compared with one-third of the way in pro football. in baseball than they do in football, perhaps reflecting the lack of certainty we should have about any baseball team’s talent at the beginning of the year. Finally, mimicking FiveThirtyEight editor-in-chief Nate Silver’s original formulation of Elo for baseball, I assigned playoff games an extra 50 percent boost in terms of the degree to which they change each team’s rating. (This doesn’t have any real effect on the predictive quality of the ratings either way, but it’s a nod to the increased importance and focus that the postseason takes on.)This season, Elo — like other predictive systems — loves the Toronto Blue Jays, assigning them roughly a 19 percent probability of winning the World Series. It’s also especially fond of the two teams facing off in Wednesday night’s National League wild-card game, the Pittsburgh Pirates and Chicago Cubs. Although one of the two will be lost to the whims of a single-elimination play-in game, Elo thinks the Cubs and Pirates are two of the three best teams in baseball right now. (By contrast, Elo thinks Tuesday night’s AL wild-card game between the New York Yankees and Houston Astros is a snoozer featuring the two worst teams in the playoff field, both of whom are worse, according to Elo, than the 81-80 Cleveland Indians.)This wasn’t a season of all-time dominance by any team. The Blue Jays rank 53rd in regular-season Elo since baseball’s expansion era began41961-present. — in no small part because the team’s Elo was exactly average as recently as June 2. It’s a common refrain that MLB’s playoffs are a crapshoot, and that notion is certainly not dispelled by Elo: Compare the Blue Jays’ 19 percent probability of winning it all to the 48 percent probability we gave the eventual NBA champion Golden State Warriors before their playoffs began in the spring.But maybe that’s a good thing. This year’s playoff field may not have any historic standouts, but it does feature an abundance of good, solid teams, any one of which would be an interesting and worthy champion. The court also struck down a separate provision, which had already gone into effect, that requires doctors to have admitting privileges at a hospital within 30 miles of an abortion clinic.This means Texas’ 19 remaining clinics — of the more than 40 that were open before HB 2 passed — will continue to provide abortions. Had the court upheld the hospital-like standard requirement, Texas would have been left Texas with as few as 10 abortion clinics — all in major metropolitan areas — to serve 5.4 million women of reproductive age.In the majority opinion for Whole Woman’s Health v. Hellerstedt authored by Justice Stephen Breyer, the court indicated that the facility requirement on abortion clinics does not “benefit patients and is not necessary.” In knocking down the admitting privileges requirement, the court said “sufficient evidence” existed to prove that requirement “led to the closure of half of Texas’ clinics, or thereabouts.”“We have found nothing in Texas’ record evidence that shows that, compared to prior law (which required a “working arrangement” with a doctor with admitting privileges), the new law advanced Texas’ legitimate interest in protecting women’s health,” Breyer wrote.During oral arguments in March, the high court appeared to be divided on the constitutionality of the restrictions with the four liberal justices in the court displaying hostility to the abortion law. Conservatives on the court meanwhile questioned whether abortion providers suing the state had submitted sufficient evidence to prove the restrictions led to the closure of about half of the state’s clinics and whether the remaining clinics had the capacity to continue offering the procedure at the same rate if the state is left with fewer clinics.While Texas has not released details on abortions performed in the state in 2014, state health officials in March noted a 14.2 percent drop in the number of abortions performed in Texas compared to the year before. Early estimates by state health officials show 54,191 abortions were performed in Texas in 2014 — the first full year since the admitting privileges requirement took effect.
